Under the general supervision of the Director of Environmental & Workplace Safety, responsible for development, implementation, and maintaining of the airport environmental compliance program and assisting with the airport’s sustainability efforts.
At the ACAA we all have a role in the ambitious transformation of becoming a smarter airport that will enhance the passenger experience and deliver on our mission of being a global aviation leader. Here is how the Environmental Programs Administrator role will help:
Monitors air quality, spill response, storage tank, water quality and waste management permits/programs.
Develops and implements recommendations and/or corrective actions on environmental concerns with applicable Federal and Local regulations and permits.
Administer environmental programs such as environmental monitoring, facility or site assessment, and corrective action programs, remediation, and pollution prevention;
Analyzes environmental legislation and regulations, provides input into the process, and determines impact on Airport Authority activities;
Analyzes environmental policy and technical issues for impact on Airport Authority activities and develops proposed positions;
Provides assistance from a technical perspective to the consultants performing environmental work or studies;
Acts as liaison with governmental agencies, contractors, airport tenants and Airport Authority staff for environmental matters;
Conducts periodic on-site inspections of service centers, tenant, contractor and other Airport Authority operations and premises;
Reviews submittal of all environmental applications, reports, correspondence and fees;
Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes, and work cooperatively and jointly to provide quality customer service;
Performs other related tasks as assigned or required.
The successful candidate in the Environmental Programs Administrator role will possess the following:
Knowledge of Title V Air Permitting Program
Allegheny County Health Department Rules and Regulations
Permitting and recordkeeping procedures
Emission Inventory preparation and submissions
Reciprocating Internal Combustion Engine (RICE) Maximum Achievable Control Technology (MACT) Reporting and Recordkeeping
Knowledge of National Pollutant Discharge Elimination System (NPDES) Program
Permit Renewal Process
Discharge Monitoring Reports and Pennsylvania Department of Environmental Protection’s eDMR System
Inspections and trainings associated with Spill Response Plans, Spill Prevention Control and Countermeasures Plans and Stormwater Pollution Prevention Plans
Assimilate technical information about environmental issues and act on elements that apply to Airport operations.
Participate in field inspections, environmental monitoring, investigation, and remediation activities.
Analyze regulations and define impact on Airport facilities.
Conduct technical research and make sound judgments based upon analyses.
Read and interpret laboratory results detailed blueprints and specifications.
Assist in developing, implementing, and achieving sustainability goals and the goals established in the Pittsburgh 2030 District Challenge
Perform cost/benefit analyses and brings projects in within budget.
Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation and grammar.
Proficiently use Microsoft Office software including Word, Excel, and Power Point

The minimum requirements needed to qualify for the Environmental Programs Administrator role are:
Bachelor’s Degree in Environmental Engineering or Environmental Sciences.
Three (3) years progressively responsible experience in environmental management, preferably in the air transportation industry.
Must be authorized to work in the United States.
Must be able to obtain FAA required security clearance.
Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license. Note: license must be maintained throughout employment
